Semen related costs? Seriously HuffPo?

This poster has been popping up all over the web in the past couple weeks, mostly on joke sites and small-time blogs. But now that mega news aggregator The Huffington Post has picked up on it, I feel obligated to address the situation.
To me, it has seemed obvious all along that this crackdown on the wank is, in fact, a prank. Why would masturbating in the shower be a violation of the honor code (unless it's done while copying answers for a take-home exam)? What are "Semen related costs?"
The Huffington Post links to TopCultured for the scoop, but it's unclear where the photo originated. In any case, the Post completely neglected to question the legitimacy of the poster, which is amusing, I suppose, but somewhat alarming as well.

UPDATE: The Huffington Post has change the headline from "University Of Michigan: No Masturbating In Showers, Semen Related Costs Too High" to "University Of Michigan Poster: No Masturbating In Showers, Semen Related Costs Too High." The blurb with the photo has also been changed to acknowledge that "this sign and others were posted by a group of pranksters at the university."
